Razor Ramon is my choice here. I just think the gimmick was genius, even if he was a Tony Montana rip-off. I still find Scott Hall's segments and promo work as Razor Ramon hugely entertaining. He was a good wrestler, and was apart of one of the IC Title's most memorable matches: Razor/HBK at WrestleMania X in a ladder bout. The rematch at SummerSlam was even better. | |

| Hunter Hearst Helmsley is my choice here. I just think the gimmick was genius, even if he wasn't a Tony Montana rip-off. I still find Triple H's segments and promo work as Hunter Hearst Helmsley hugely entertaining. He is a good wrestler, and was apart of one of the IC Title's most memorable matches: HHH/The Rock at Summerslam '98 in a ladder bout. lalalalalalalalala. | |

| Not so sure on the basis of just because they were a good wrestler and had a good gimmick they were necessarily a good champion. To me judging someone as a best champion you have to look at what the did for the title rather than their individual skills, even if they are super talented but if they did nothing for the title then in my eyes they werent a good champion.
Now that being said I believe Bret Hart to be the best intercontinental champion ever, even though I don't think much of him I can't deny that he did wonders for the title. During the era where the main ranks were run by the egotistical minimum talent it was Bret Hart that was putting on fantastic matches defending the IC title and actually making it into something. Obviously credit goes to his opponents that gave him such fantastic matches. But, they were seen as the work horses of that era, and Bret was the key wrestler of making people take the IC title more seriously. | |

Yes, this is very true. But I do think that Razor Ramon did good for the IC Title for those legendary ladder matches with Shawn Michaels and other contests against the likes of Sean Waltman, which were also entertaining bouts. | |

| I'd have to go with The Rock, because of what he brought to the Attitude era while not necessarily being the top draw at that time. He brought a certain prestige to the Intercontinental title while leaving Austin, Taker, Kane and Mankind in the spotlight.
I think that you oughta consider guys like Chris Jericho, Edge and Bret Hart on that list too. Not because of how many title reigns they had but the quality of the matches they had during their reigns. | |
